Sadly only developers can get access to the 3.0 beta. The update will be publicly released this summer. Moreover, only the iPhone 3G will be able to take advantage of all the new features in the update, and it will cost iTouch owner's ~ $10 to upgrade (still a free update to for iPhone owners).
